The best program to use depends if you want the DVD to be playable in set-top, standard DVD players or only on computers. If you want the DVD to be playable on set-top players, then any program that authors DVDs will be able to burn the file to a DVD-R for you and either make the DVD automatically play in standard DVD players or present a menu that you can select the file from. I am assuming that the video file does not have DRM.

I would recommend using a free, preferably open source DVD authoring program. However, most commercial programs will work as well.

Wikipedia has an excellent list of authoring programs availbile at http://en.wikipedia.org/wiki/DVD_authoring .

If you just want the file on the disc, then any program that burns files to a disc, including Windows' built in CD/DVD burning, will do. However, most standard DVD players WILL NOT play your video file if you choose this method.

first,dvd shrink will only work with dvd files"video.ts & audio.ts"
Nero is the best at recoding to dvd.
