I am not really sure why you are afraid of conditioner. Actually, anytime you chemically treat your hair you should use conditioner to prevent your hair from drying out. When I had my perm, I would use a conditioner for chemically treated hair and, while the conditioner was still on my hair, I would comb out any tangles with a wide toothed comb, then rinse my hair. My curls stayed fabulous until I decided to cut them off. Conditioner is your friend.

Use a rake thingee... Has long teeth, Set widely apart.... Can't remember the name of it. We use to use them to back comb hair and lift the hair while styling it... But a comb with wide spaces between the teeth will work too....

Whether it gets frizzy will depend on the the skill of the person giving you the perm. If your hair is all virgin, then it shouldn't be a problem unless the solution is left on for too long.
