Because when the razor goes over coarser hair, there is more pulling at the skin to remove the hair, causing more damage to the skin. The end result is irritated skin that swells up into bumps where the coarse hair was.
If you're not allergic to them, using hair-removing creams eliminates the cause of razor bumps.

I think it has to do with the thickness of the layer of fatty tissue, and how much the skin has to stretch and flex. On your legs it is thickest. The skin is also tighter, and it does not bend and flex very much. A man's face still has some fatty layer. While it also stretches, it is not subject to that much flexing. Now when you get to the underarms and bikini zone, the skin is much thinner and subject to constant flexing and stretching, being the inside covering of a joint area. Being thinner, the skin is also easier to injure, and quick to react to any sort of injury. Thus 'razor bumps' appear to protect the injured skin.

It's because of the type of hair that grows there. Curly hair tends to form bumps because the hair curls backwards and becomes "in-grown" that's what causes the bump.

well not everyone get does bumps. plus some areas are very sensitive so it reacts that way .
