the "rundll32.exe" file of my computer is not responding.?

as a result i can't be able to install new programs or delete the old ones. even i can't view system info. tell me what shall i do?

Start your PC in safe mode and check if the file is present in safe mode.
I think it won't be present as this usually happens if the file gets infected by virus and the antivirus removes it.
Use updated antivirus like AVG, i think it maybe a virus.
If the file has been dleted permanently then only option is to install Windows again.
