go to www.half.com and look up fumio Demura. he has a book on it. i am sure you can get it at amazon as well they are just usually less expensive there.
i teacher is of course your best option, but seeing it is padded, wise choice, a book can get you started on some basics while you find a teacher

I am going to echo what the others have said here and ask why you don't have a teacher if you already bought the staff? Do you have martial arts experience otherwise? Personally, the only other weapon I can think of off the top of my head that is more difficult to learn is the rope dart.
With any jointed/flexible weapon, you are going to run the risk of injuring yourself - three section staff is no exception. I would forgo books, videos, and downloads all together and find a teacher. If you have no experience, you can expect to wait until you reach a higher rank to learn weapons. This is for your own safety.

If my memory serves me right, WuShu forms Champion Eric Lee made books and videos on chinese wushu forms and the three section staff was one of his field of expertise. I don't know if he has a site, but you can try asking around. Good luck learning it though, as someone else has said, it's one of the hardest weapons to master in Wushu, the rope dart being the hardest.

im sure that you can probably order videos online to teach you, but the 3-sectional isnt the type of weapon that you can just kinda figure out on your own. if you dont have an actual instructor, be prepared to hit yourself a lot. you should either find a teacher right away or find a more simple weapon to start with...

all I have to say is, your not a very smart martial artist, if you buy a weapon without knowing how to use it or having preparations set up to start taking classes or learning soon as or before you've purchased one. But since ur not. Check Wiki Encyclopedia

You cannot learn to use a weapon proficiently by 'learning' online. That's why TKD McDojo's stay open and don't go out of business because of cyber dojangs.
