Technically, yes. But most responsible tattoo artists will not tattoo a child that young because at that age you have not finished growing which means that your tattoo can stretch and become disfigured by the time you are fully grown. Also, on a personal note, you have to make sure that the tattoo design is something that you REALLY want in a place that you are very certain of. Think about when you are older, working, having children, a parent, a professional, is the tattoo some place that you can cover if you need to for formal occassions? also think back, do you still like the same things you did when you were 7? probably not, so in 7 more years when you are 20, will you still like the same design? a tattoo is a really big decision. make sure you are really ready for it before you search out an artist.

In most states, it's illegal to tattoo anyone under 16. from 16-17 you have to have parental permission. Try calling around to different tattoo shops where you live and ask them. They would know best after all.

realize that 13 is really really young to get a tattoo. You're still growing and it can stretch out and look bad as you grow.

Any reputable tattoo shop won't tattoo anyone until they're 16, even if the law says it's okay. Just wait and perfect your design until then.

I was 17 when I got my first tattoo, of course my mom was there, but seriously... I don't think any responsible tattoo artist will put a tattoo on a 13 yr old.

If anyone tattoos you at 13 even with your parents permission they should lose their ability to do another tattoo ever again

No, you can. WIth a written consent of your parent and/or legal guardian. You can enter a bar only if your 21, but if you're underage with a parent you can go in. Just of course you cant consume alcohol. But Yes you can, and Im sure you're mom will say no. LOL good luck though.

in new york some places do it if your parents sign the release but wait until your at least 16 your body isn't even half way developed so something you get now might be tiny later and your young wait so you have some fun experiences in the future

Not in this state, and not from me. Even with all the parental permission, I know few tattooists that would even remotely consider it. The reasons are obvious and too many to list.
