You have to take him to one side, tell him one more time that it is over, that you intend to get on with your life and suggest he does the same. Ask him not to send any more letters and if he does, they will go in the bin. Also, tell him, if he keeps bothering you, that is stalking which is against the law. Then, I suggest that you go out with friends, go to clubs or whatever, of interest and ignore him. If he persists, then do have a word with the Police to see if they will give him a warning to stay away.
Good luck

It can be really easy to go back with your ex if you aren't involved with someone else or if you don't like being alone.
Obviously there's a reason why you aren't together anymore. Remember it! Write it on the mirror if you have to ... MOVE ON!!! Make yourself busy ... Your ex will catch on and move on too.

It's not hard, just say "NO"....see. really easy. If that doesn't work, tell him you just got a restraining order on him and to stop sending you letters from stalkersville.

if you really like him, maybe hes changed. everyone deserves another chance. but if you have a boyfriend you really like then explain in a nice way that you've moved on. but be very understanding about it and try to be friends with him.
