If both vans have C6 transmissions, then Yes. They are interchangeable between 1981 to 1991. Your 1981 should have a C6 if it came from the factory with a 351W engine. Should. 1990's could go either with a C6 (three speed) or an E40D (heavy duty automatic with overdrive).
If the later van is equipped with an E40D then the short answer is no. A quick look under both vans will tell you. The "pan" on each transmission will look identical if they are both C6's. An E40D has a pan that is a lot longer and a bulge hanging down in the middle of it. Very noticeably different.

No, the 83 probably has a AOD or C6 both use a vacuum signal and throttle kickdown, the later 90 model uses an AODE or a E40D both electronically controlled by the PCM or engine computer. You need to find out which transmission you have and go from there as to what your options are.

depends on the tranny some 90's had electronically controlled transmissions and 83 carbed versus 90 fuel injected so many different connections

find out which one you have first in it they may interchange,some of them will,first off you,ll need to know what you have in it,good luck on it,
