My packages always come from China. Sometimes they charge a tax, sometimes not. How do they decide which packages to tax???

Customs does NOT decide to charge tax on anything. Congress sets import taxes. If the items being imported are subject to tax, Customs collects the tax. The standards used by Congress to impose ANY law are, at best, loosely related to anything resembling logic.

It depends what's in them. Different products have different tariffs.
