The only countries outside the US that have some organizations that are US tax deductible are Canada, Mexico, and Israel. Check IRS Publication 526 for details on which organization are deductible to what extent.

Only if they have a 501(c)3 designation from the IRS. This is possible, but don't assume that they do without checking.
