I'd rinse with white vinegar and flush with cool water . the bleach is a basic ph and the vinegar is acetic acid it should help neutralize the ph . if the skin is burned and appears red some cortisone cream can help promote healing . if it an after effect of a burn left from bleach hours ago just flush and try a sunburn cream to deal with the pain of the burn they usually have benzocaine or something similar to help deaden the feeling .

Wash it under cold water. Just keep washing it. You can also use ice to cool it down. Toothpaste might work too because whenever my grandmother gets a burn, she puts toothpaste on to heal and cool it down.
Ps. If you have so aloe vera, rub some on. It'll heal the burn much more quickly than water.

Rinse immediately with clean cold running water and keep it under the tap for some time. If the burn is bad enough to make you worried seek medical treatment.

Thoroughly rinse your hands with warm water until that slippery, waxy feeling is gone. Then wash your hands with soap.
