This is a civil, not a criminal matter. She can not report the vehicle stolen unless the Officer is not paying attention.

If she has her name on the title then she is part owner & you can't steal what is yours, but she should find out what the procedure is for removing someone's name from a title & make sure that her mom can't do that, then report the car stolen. If it was understood that it would be her car, then she should pay back her mom & get her mom's name off the title as quickly as possible. Sounds like mom has an unhealthy control on your friend & she needs to establish herself & cut all financial ties with her mom so she can become an independant person.

The Mom can report the car stolen, the Police will pull over your Friend and arrest her when they see her. Once she proves to them she is also on the Title legally, the Police will release her and drop all charges. They would then have the option of arresting the Mom for filing a false police report. Nobody will get in trouble, but your friend may get arrested and if she has any weed, is drunk, or has other contraband with her, then a whole other can of worms get opened.

My guess would be no. If she isn't totally sure though she should contact the local law enforcement before leaving the household. Then she should find out if there is a way to remove her mother from the title. However that might be a harder thing to do especially if the mother helped pay for the vehicle.

not sure with Nevada but it sounds like a bluff
make sure your "friend" can make payments or else it will ruin her credit and moms credit
