If you're talking about new cars and the bottom line price is your sticking point then fall is probably the best time to buy. Consider however that if you buy a 2007 after the 2008's come out then the 2007 is a one year old used car as soon as you drive home. If you keep your cars for years this probably won't matter but if you're one of those people that trade frequently you need to consider projected depreciation.
If you are buying a used car I don't think the time of year would make that much difference.

Cars are usually the cheapest in the late fall early winter. The only problem is that you have to take what is left over. So as the price gets cheaper, the selection gets smaller. This would apply to last year's models.
Car companies will start building the new models in July. That gives them time to get a bunch together for the dealers when they come out in Sept or even Aug.

tough question, the best prices are when the new model year comes out, BUT the selection is usually limited. if you want special equipment then the best time is any time. if you are wanting a special vehicle that is in great demand there may not be a best time. otherwise be prepared. know the dealer cost (many methods of obtaining this information) go to the dealer with your financing already done (got the money in your pocket or have financing lined up-you can get approval for a specific amount of money at most banks/credit unions and they don't care what you buy then go looking) do your home work know what vehicle you want/what accessories you want (many sources will give you a printout of the specific vehicle-with all options you want and the dealer cost-holdouts/rebates/etc. go to dealers and say "I want you to order this ? for me-I will pay this amount-will you do it? you must understand two things
1. they have to make a profit to stay in business
2. the more in demand the vehicle is the less likely they will be to deal-if they can sell all them they can get there is no incentive for them to sell one to you for way less profit .
keep contacting dealers until you find one that will work with you-when you take it to your local dealer (they may not be the one who sold you the car-cause they would not meet your demands-they may not provide you with the level of service you would like-they will make an effort to satisfy THEIR customers needs first.
Costco and Sam's Club both offer auto buys at good, but not great, prices-all the work is done they give you a list of dealers and contacts at the dealer with a set price (usually a % above cost (cost reflects floor planing (advertising/insurance/etc. and does not consider holdouts/etc.) Consumer Reports will provide you with a printout of vehicle cost with options you choose (but you gotta know what you want first) I would Google "automobile dealer cost" or something simular. the sites should help you put together a list of options and cost for generating you vehicle printout. all of this cost though.
I generally research for several months before I buy-by the time I buy I generally know more about the car I want than the salesman, but I tend to be sorta nerdy sometimes-probably cause I'm a retired engineer

year end close outs. so yeah, late summer and fall, but that just means that a newer model is about to come out and they want to clean out last years models. I think that anytime is a good time to buy a car. as long as you work over the salesperson, you should get a decent price.

I would think fall when people are driving less combined with
time of economic down-turn in car purchases combined with
when you absolutely know the car you want to buy. Think high quality/low price as a buyer.

i would say at the end of winter, because you just beat everyone on the raod who doesnt know how to drive in snow and ice..... AND you have 9 months to floss with it before it snows again
