Lets suppose you live in State A...and while on vacation in State B, your purse/wallet with your drivers license is stolen. What would be the correct thing to do in regards to a license, if you didnt want to drive home without one? Do you/ can you get on in the State you're in even though its not your home state? Is your only option to literally drive home without one?

File a police report and carry a copy of it with you when you are driving. Make sure it states that your license was involved in the theft. The DMV in State B will not be able to help you.

If your license is stolen, you should immediately report it in the state you are in. Get a copy of that report in case your identity also is compromised.

Just because you don't physically have your license in your pocket/purse doesn't mean it suddenly doesn't exist at all. If you are stopped, explain your license was stolen and show them the copy of the police report. They can get on the radio and quickly find you are valid.

When you get home, let your home state know and get a new license issued.
