Taxis use gas to get around town. Taxi drivers must be paid. Taxis must be maintained (tune up, etc.). The money has to come from somewhere.
Library computers don't cost you anything DIRECTLY, but they are paid for with tax dollars.
If you ride public transportation, like a bus or subway, you have to pay. Why should taxis be any different?

Sometimes the taxes don't cover the whole amount, so you have to pay a fee to make up the difference. Taxi is not public, it is a private business available to the public. Cities regulate them because they are integral to transportation and want to make sure they remain safe and fair so business can operate and taxes can be collected to pay for all those toilets.

Most cab companies are privately owned, not city owned. They are just performing a public duty. They have costs they have to cover. They have to buy the vehicles, install mileage meters, pay for insurance, pay the drivers, etc..... This is all on top of the price of gas. This is why it costs so much to take a cab.
