No! the Queen is a figurehead and has no power.
The British Government do all the declaring and decision making.

No the royal family is a figurehead. Still Parlimant and the Prime Minister would be wise to have the royal families support as they can rally the comman people better than they can.

That royal prerogative is delegated to the prime minister. However, Gordon Brown is proposing (has proposed?) giving that power to Parliament.

No it is down to the goverment. but in theory she owns the british army,RAF and navy.
