My cat does and I'm not sure if its normal.
First he'll climb onto a person holding a ringing cell phone.
He'll come closer and grab the person's hand or arm with his two paws.
He then scratches or bites hard and clings onto the arm or hand.

He's a persian cat and very affectionate, but he acts differently when he hears ringtones.

Is this usual?

I thought it might be something to do with sensitive hearing but if he hears it far away he'll come as close as he can to it instead of avoiding it.

Yes it is. It varies with different breeds, but it usually startles them and catches them off gaurd, causing very weird behavior. Nothing to worry about.

Your cat doesn't like the ring tone and wants it turned off or he'll do it himself.

Sensitive hearing, probably. She's saying... 'Oww, turn it off... it hurtsss my kitty ears!'
