And no, men aren't always the ones who lead a girl on. There are plenty of women who delight in toying with men's hearts too.
We have a major double-standard in our society when it comes to sexual promiscuity. A guy who has a lot of sexual partners is a "stud", or a "ladies' man", whereas a woman who has a lot of sex is called a "whore" or a "s1ut". It's deeply hypocritical.
