seems to be enormous chemicals dropped by chemtrails in the area................lots of forgetfulness and sleeping by the residents. Also, thousands of afro-americans being shipped in from Chicago (auspices of Section 8). Taking tankers to Port Author, Texas (predominately afro-american area). Any coincidences?

Since you did not give any links or dates, I am assuming you are talking about events of World War II.
The USA did not have VX. The Germans did. Had the Germans known they were so far ahead of the Allies with chemical weapons, they may have been tempted to use them.
Blacks were not used very much as combat troops and did logistics and supply. (Red Ball Express) They did a lot of ship loading and unloading. So it was natural when there was an accident at a port, they were present in larger numbers. It was a coincidence only because of assignment.
