The only way to become a faster runner is to run faster. That sounds like a snide answer, but it's not, it's true. Marathon runners routinely incorporate "speed sessions" into their runs, they do this in two ways: One is what are called "fartleks" (when you can say it without giggling, you're a real runner :-) ) ... those are "interval" runs ... a common way of doing this is to virtually sprint the straight part of a high school track, then jog the big bend, then sprint the straight, and jog the turn .... do that for an hour and you'll be on your way to improving turnover speed ...
Another way is to run what are called "tempo runs." This might be a solid 10k at a pace that makes you hurt a bit .. it's more than a jog, but not the sprint you were doing in a fartlek session.
All that said, we get to your question: Can a treadmill help improve speed? Sure. In fact, I find it helps me in both fartlek and tempo runs because I can set it at a speed I want to achieve, and buddy, if I don't keep up, it'll toss me on the floor. And a good treadmill is easy to set up for interval training, 2.5 mins fast, 2.5 mins slow ... repeat.
And if you're planning on running distances (half marathon and up) don't forget there's no substitute for LSD (Long, slow distance) that just gets you out there at a comfortable "I can carry on a conversation" pace for several hours ... .add that once a week to some speed sessions and regular jogs, and you're on your way! Lace 'em up!

Depends on the distant you are running, running on treadmill will help you increase your speed but running on the road is a better for increasing speed. If you are training for a long run I would recommend you to run atleast three times on the road and once on treadmill for a light run.

Actully running on a tredmill could increse your speed because the more you work out the stronger your legs will get which means the power of legs will be stronger i found that out after i started going th the gym twice a week! ... hopee i couldd help!

it may increase your speed but what it may do is to increase your heartrate is is a pretty good thing. oh and if you want to know if you increase your speed, try timing yourself on the run.do a before, and after, if you know what i mean.
