but their main goal is to get people to court and arrest them if they mis court but only in the county level. if its a federal court the US Marshals take over

a constable is a elected official of the city. they are sometimes law enforcement officers therefore they can have the same rights as officers but if the constable is not a officer he does not have the same rights.
