America does not recognize Cuba diplomatically. Therefore the U.S. does not issue a visa to visit Cuba. A U.S. citizen may visit Cuba, but cannot fly or travel directly from the U.S. Cuba will actually give a traveler the option of having an entry visa stamped in their passport or issued separately to avoid problems when renewing one's passport.
