Good question! The rule book says that on a two way street to another two way street, a green light gives a driver the right of way to proceed straight through an intersection, turn right or left if it can be done so safely.
Remember, there are usually two lanes on each side of every road, whether marked or not. If you are turning right on a green light, you would have the right of way over someone who is oncoming and turning left .
The person who is turning left in the same direction you are turning should be turning into his closest available lane (just right of the center line). You should be turning right into YOUR closest available lane (the curb lane). Any driver who is turning left in this situation (without a left turn traffic signal) never has the right of way. But, note that "you only have the right of way if someone gives it to you".
If people drive properly, things go smoothly.
You still have to watch that guy turning left though, because he may turn at too high a speed and travel into the curb lane, where you are. Also remember that anything can happen at any time when you are driving out there on the roads.
At a stop sign, usually the courteous thing is to allow the first one to arrive at the stop sign to go first. If two drivers arrive at the same time, the driver to the right should have the right of way, or the driver who is turning left should yield to the driver going straight or right.

if you are wanting to turn right on a green light then you have the right away. the car turning left has to yield. if you are at a stop sign it depends on if it is a two way stop or four way stop.
Two way it is who ever got there first and is clear in both directions. if it is a four way stop it starts with the car that got there first and then proceeds to the next car to the right and continues on around. everyone has to be patient this one.

If you have a green light, YOU have the right of way. Whether you are turning or not. The guy wanting to turn left coming the other way MUST yeild on a green light. There is no exception here.
At a stop sign, whoever is next has the right of way. It doesn't matter which way you or he are turning.

The traffic turning left ALWAYS yields to ALL other traffic. But keep in mind that if there are two lanes on the roadway that both vehicles can turn at the same time. You must both turn into the correct lane. If you were to turn into the left lane, YOU would be responsible for any resulting accident.

Whether you are going straight or turning right makes no difference in either case.
Oncoming vehicles always have the right of way over cars turning left, unless the left-turning car has a turn arrow in their favor. Same goes for stop signs. The oncoming car (you) has the right of way whether you are going straight or turning right.

The person turning right has the right of way. At a stop sign, it depends on who has stopped first. If at the same time, it would, again, be the person turning right.
