customs say that the rules are changing but are a bit shady on there answers is it all countrys that youll have to pay excise duty,or just non-eu countrys

Under the Treaty of Rome, EU Citizens only have to pay Tax in the EU Country of original purchase.

Of course the highwaymen of HM Customs and Excise (motto 'stand and deliver') think otherwise :-)

My friend was sent a gift of tobacco through the post off her mum in Portugal however customs siezed it and she had to pay the duty on it before she could recieve the gift
