Make sure the wood is 100% dry first. If it is going to rain again within 24 hours don't stain. Otherwise, as long as its totally dry now its ok.

Like the Rain in Spain that Falls Mainly in the Plains---
Painting is best done with Patience !
It takes a lot of willpower ! You've found a screwdriver
to open the cans , gone to the store for new brushes
because you neglected to clean them the last time---
and you've donned your smock for painting--and you're
all set----then the Rains came !
But,yes---you have to wait !
Not even your hair dryer will solve the problem---
the wood has to dry from the inside out---
Thank goodness for TV----otherwise we'd have
to read a Book for a few days---what an old-
fashioned thought !
If the wood is outdoors, may I suggest a coating
or two of Spar Varnish on top of the stain ?
It is used for Boats---among others.
Any how I'm sure it'll look nice when u finish !

Yes
Do not apply a wood stain to damp wood. it will cause problems. Sikkens, a leading manufacturer of deck stains suggests a moisture content of less than 21%. if you don't want to test with a moisture meter, a good idea is to wait AT LEAST 2-3 days of dry weather before applying stain

might not bubble up but might not soak in and give you an even finish, either. Wait for it to dry out good first.
