I think thats a sweet idea. You may want to ask someone in charge first. Or go plant flowers at night, :)

I do not think it would be a good idea, mostly cause it might be a public park and the park will have rule that are against planting anything.
You might loOK into planting things inside. there are a lot of plants. flowers and such that are ok to be grown inside.

No. That is the property of the city. You could go to jail for that or be made to pay a fine or do community service.
