Well sales tax is determined by the state and local government. For example the state of OR has no sales tax! In Southern CA where I live there are different sales tax percentages for the county in which a purchase is made.
Los Angeles charges 8.25% sales tax
San Bernardino and Riverside County charges 7.75% sales tax.
If you are going to make a major purchase such as a car, research where the sales tax will be lowest in your local area and it could save you a bunch!

That depends on where you buy it. Most but not all states have a sales tax - see http://www.salestaxinstitute.com/sales_tax_rates.jsp for the rates by state. Many municipalities have an additional sales tax that is added to the state amount for items purchased in the municipality.
