In their most basic forms, these devices are identical. The same device could be used in reverse to provide the opposite voltage multiplication.

I think we have the same querry. Both have the same function but in opposite direction. 12v to 220v is power inverter (which 'amplifies' the voltage) while 220v to 12v is power transformer (which 'reduce' the voltage).

THE first one is a step-up transformer which amplifies the voltage gain.Here the number of turns in the primary is lower than the secondary.
The second one is a step-down transformer where number of turns in the primary is greater than the secondary.
Otherwise in all aspects both are same.
