It means they're recruiting you to model so that they can get you to pay all kinds of money on a portfolio as well as modeling and acting lessons. I'm sure you're very good looking but they'll take just about anyone who will pay the money. I worked for an agency and they paid me for each person I brought in, no matter what they did after that.

Whomever said this to you is obviously an agent in the Modeling industry, and they are interested in marketing you in a portfolio, commercial, or some other business venture that will eventually become profitable to you and for you! ... Good luck with it and definately go for it if you are of age!!

probably means 'representing' you. as in an agent that arranges, 'books' appointments, interviews for model or acting jobs.
