Select the eyes (with the lasso tools or quick mask or magic wand, or whatever you want). Go to the top menus and click layer, select new, click via copy.

Change to the bottom layer which is the original picture, and click Image, select adjustments, and click desaturate.

Make sure the layer with just the eyes is on top.

Layer, New Adjustment Layer, Hue/Saturation. Click Okay.

Slide the Saturation all the way to the left to make black and white.

Click on the layer mask thumbnail. (in the Layers Palette)

Choose the Brush Tool. Choose size and hardness of brush to fit the eyes you want to paint. Make sure the foreground color is black.

Paint over the eyes which will reveal the colored layer below the adjustment layer.

Change foreground color to white to paint over mistakes and hide the color below.

Plus you can change the opacity of the brush too.

A better choice but with more options to confuse you, choose a Channel Mixer adjustment layer, then check the Monochrome box. Painting is the same.

Cut the eyes out and make them into their own seperate layer. Then make the other layer with everything but the eyes Black and White and then the eyes will stay in color on it's layer.
