You will not find any US college offering a bachelor's degree in astrobiology because the field is highly (completely) theoretical. Instead, you should get a bachelor's degree in biology or astronomy, and take several courses in the other field. Then, you can study astrobiology in graduate school for your PhD. Of course, you can become an astrobiologist with a PhD in a related field, such as astronomy, astrophysics, physics, biology, etc. Astrobiology is an interdisciplinary field, so getting a career in that field is partly based on having a relevant PhD and mostly based on carving out some research niche for yourself.

The Indian Institute of Astrophysics should be your best option as their courses are well known around the world. IISc is also a good choice.
