Compliments should never be limited by vocation. Miss Manners believes that one should feel free to comment positively to anyone socially. A female certainly would not mind if you complimented her hairstyle or color. By the same token, she should gleefully render anything positive about her appearance as a compliment. In this particular case however, the correct words would be ; "you have a nice bustline" since the admirer indeed cannot see her actual breasts. Females who feel creepy after they are complimented in such a manner are obviously the ones who are in need of therapy.They need to understand we no longer live in a puritan world.

You are kidding, right? You can't just say that to someone, especially in a place like that. Where do you expect it to go? No where. Unless they are flattered by that and single and would go out with you or something of the sort. If some random person said that to me I would be offended. So, yeah, it is rude.
