Take some psychology courses... seriously... or read some self help books. Otherwise plunge yourself into social situations no matter how awkward you feel... and eventually you will feel more comfortable. I also say, find some cool and funny friends to get you out of your shell.

Also invest in hobbies (healthy ones) that kinda scare you. Like a martial arts class for instance! When you achieve the things you have fear over, then you gain more confidence.

Again, someone asked this. You have to have mind over matter that you have to talk to yourself and shift you mind. Read books that are based on confidence.
Do things that make give you one step at a time to confidence, baby steps.
Every day tell yourself that you are confident and not shy I can do it. Every day try to do something that makes you not shy like strike a conversation at the gas station/super market. Once you start you wont want to stop. It is a skill once you think of it differently that you can and ill overcome.

Anxious, fearful, stressed or depressed
Constantly worried, or angry about something that is happening in your life
Struggling to overcome obsessive and negative thoughts.

If you change your thinking, you will change your life. This is the basic idea behind CBT for anxiety. The Cognitive part is where you learn nee methods and ways to change your same old habits and thinking patterns. If you keep thinking and expecting the worst – You will continue to suffer.

Just kidding... little ice breaker. First, are you the shy one? If yes, then casually ask a co-worker (male or female) to " help " with a problem you are having with an assignment, that you know how to solve. This breaks the ice, so to speak. If you know someone like this, then remember that you were not always so graceful and composed. Start a conversation about anything. Sports, TV, Music, or Movies. (Harry Potter is a great convo starter). Just try to be a friend.

"Fake it 'til you make it!" Seriously, I was very shy when I started college. I befriended an outgoing girl across the hall(who has now become one of my best friends) and I literally mimicked her behavior. She had a way of just walking right up to someone introducing herself, and starting a conversation, something I could never do! Then I tried it; it was scary at first, but eventually I got comfortable with it and now people are surprised that I was ever shy!

Slowly take risks in conversations. Don't obsess about the stupid things said in the past, and try to remain light and engaging in conversations. You'll have to force yourself to do it, but you'll notice a difference in your confidence level with time.

Seek others who are commonly in the spotlight and try to emulate their styles.

Join a TOASTMASTERS club.
Toastmasters is a global organization that helps people to improve their communication skills and increase personal contacts. - The values of Toastmasters club involvement are many-many more than I can explain in a single answer.
My own experience as a Toastmaster has helped and still does help me "reach outside the box" in which I had securely packaged myself after graduating college (1983.)
