It's to stuff in your little diaper so if you fall you won't hurt your little butt.

Decorating..
If you look closely the roll of tissue is perforated creating roughly square shaped bits.. Take 5-7 of the squares tear them off the roll wet them and throw them at the bathroom walls..
They add texture and interest to any wall.. When I was a child and used this technique to decorate the bathroom my mother was very interested.. She even said "Will you look at this?" pointing at a particularly large and soggy piece of art.... Not sure why she wanted me to look I put it there I had seen it..
Once you have mastered the wall decorating technique try the ceiling.. This takes a bit more practice and honing of technique as you will be working against gravity and need to get a firm stick so the right amount of water is important.. Just keep practicing and you will master this technique as well..
On a sidenote I learned it is always best to save your toilet paper creativity for a time when parents are away they don't appreciate the asthetics of creative bathroom decor... They often say things like "What is this crap on the walls." (Crap yes you read it they thought my art was crap) "What were you thinking." (Amazingly it's difficult to express to parents the creative genius that goes into creating such art.. I replied with "Because." Yes the old stand by when you don't have the words to express yourself...)

Ahhhhh - it is a test for adults ...
They are to tear off a few sheets and stick them in their ears ...
Then pull then out -
If they got brown stuff on them -
They can know full well they got poop for brains ...
