Or does the navy decide that for you?

not really no. what language you are eligible for is based on your DLAB score. Currently, you must score at least a 100 in order to get CTI guaranteed in your contract. what language you get will depend on when you report to Monterey and what languages are classing up. you might get to choose between 2 or three, but if you want Spanish(not bloody likely in any event), and all they are starting up are Farsi, Mandarin and Korean.. that's what you get to choose from.

I was in the Navy a few years... some time ago. In my experience, you always have the opportunity to make a request. But it's only a request. If you're qualified for CTI, and the Navy needs 'em, you may have a shot at it. If the Navy needs somebody with language skills in the language you wish to learn, again, you may have a shot at it. But the bottom line is the needs of the Navy. But if the Navy needs something else for which you are qualified, that will be your assignment. The caveat is that if you get what you ask for, you had better excel in it.
