If I eat 1300 calories a day, jog one mile in the morning and do another 30 minutes of cardio at night for 3 days a week, the alternate 3 days I will lift weights and do crunches push ups etc. on sunday I'll rest.

I am 190 pounds and 5' 6

you can only lose fat if you create slight deficit in daily caloric intake and do cardio 4-6 times a week for average of 45min.
crunches wont help you get rid of belly fat because we cant spot reduce body fat.
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Yes you can but don't eat too little or you'll end up with more health problems. I'm severely hypoglycemic and I think part of the reason is that I was eating 900 cals/day (I'm 5'1 and 125) trying to lose weight. Try weight watchers. My friend lost 80 lbs in about a year doing just that with no exercise! Add exercise and you'd have it made! I lost 30lbs on the program also. Why do you want to weigh 130? You are pretty tall. You don't have too much to lose :) Good luck with everything! Do this the healthy way and don't push your body too hard! I also learned this the hard way by running on a hurt foot and I sprained my back. Now I can never run again! Be healthy and good luck!

My wife has lost 32.2 lbs in 16 weeks while doing the weight watchers program. (!)

Maybe but I doubt 60... that's a drastic number for such a short time. Either way, it'll be great for your body and I'm sure you'll lose that 60 pounds eventually if you keep that workout.

Yeah, you probably could.
Maintain both of those things (diet+exercise), and I think you will be pleased!
I think it would be easy to get lazy and decide not to work out for a couple of days, but if you are persistant, I think you could make it.
Oh, and make sure you get enough sleep. That is surprisingly important for loosing weight.
