Many different states have different laws regarding utilization of high beams, you need to log on to your states Department of Public safety website for information on many traffic laws.

Everything you have said is not a defense, just an excuse. There isn't anything wrong with using your bright lights, but you must dim them when approaching another vehicle so as to not blind the other driver. Because of all the hazards you have mentioned, you should have just reduced your speed so you wouldn't over run your lights. The faster you drive, the more distance you travel in a shorter period of time, so your lights are only covering a small distance. Your best defense at this point is to just say you're sorry.

yes but the problem may be that you blinded people coming at you are people in front of you.

if you were the only person on the road it is a good defense - i would tell the truth.

there is always a change the officer who wrote the ticket can not come to court - and who knows maybe you will learn something.

Tell the truth. It isn't your fault that it was dark, you weren't familiar with the area, and that they had horrible lighting.

If that is the entire story, you shouldn't be charged.

if your in the country that doesn't have street lights your own safety is paramount and if you cant see with normal lights you should have your main beam on as long as theres no traffic coming your way

How about "The manufacturer installed them on the car, so I thought they were legal to use"????

Your question seems uncomplete...what do you need the defense for?
