They are probably involved with someone else. Flirting with you is exciting. It brings back the excitement of youth, or of being available. They may want to know if they are still attractive and still have their mojo. They also might enjoy giving attention and compliments. They like to see you smile. They think it's harmless fun. Take their attention as a compliment. Don't assume anything is wrong with you. If they were available, they would take it to the next level.

Sometimes they change their minds about dating you after learning some of the things you expect of them by listening to you talk about things in the relationships you have had, are currently seeking or in the things you state you will or will not tolerate. They may pick up on the fact that they cannot possibly meet your expectations or decide that they do not want the same thing in a relationship that they have perceived you to be in need of. In most of those cases, they may save you a lot of trouble and heartache by moving on before starting a relationship destined to fail from the beginning. Sometimes they are not serious, but just wish to get a response of some kind from you in order to get your opinion of them.

the guys might think that having a formal relationship could be a hassle so they simply want to stay away from it.
flirting could be a fun and enjoyable experience. flirting cannot really harm anyone that much either physically or emotionally. Lower your expectations, i wouldn't think that the problem is you, most likely its 'them'.
one subtle thing that perhaps alot of girls haven't noticed about guys is that a guy would feel good about himself if a girl is willing to be his object of flirting. For some guys thats pretty much all that is needed for them to feel good about themselves and about you.

some guys are like that. i think its cuz they just want their friends to know that you wouldn't reject them. or maybe they already have a gf that they don't want to cheat on, they just want to flirt. hate to say it but some girls do it too. just means hes immature
