My wife says her firm pays 50K/quarter retainer to their ad agency. What does this mean?

Its a fixed fee, regardless of how much work is asked of them (to a reasonable limit). Even if the firm needs nothing that quarter, the agency has staff ready to jump on a project should it be requested.

It means that they don't charge by piece or project. For a set price - the agency will help them on all that is agreed on for that retainer. It also usually also means that the agency doesn't keep the 15% commission for ad campaigns - but rather gives it back to the client. (from publications, radio stations, etc. )

A retainer is a deposit that you then spend down. So when her company is charged for services or TV or Radio ads or anything they subtract from the retainer that is replenished quarterly.
