You should call your city's animal control.

Squirrels and rabbits carry fleas too, as do raccoons and possums. It may not be the cats which brought fleas in, but all animals in the area would be exposed--including you. You can bring a flea in on your shoes and it'd reproduce in the house, getting on your dog.

Since fleas jump up to 40' at a time, if they're in the area they'd be anywhere from your house door to the street. But if you want to give the garden 'no cats' limit a try, lay down mothballs around the outside, or hang small pieces of stockings or net bags with 3 to 5 mothballs in around the edges of the garden. Cats hate that smell. Replace the mothballs as the rain makes them melt (they keep their smell so long as you can see any part of the moth ball).

See if there's a local feral cat rescue in your area since it sounds like unspayed and neutered cats out of control than just a few neighbours letting their cats out. They'll come out and trap the cats and spay and neuter them. If they're sociable then they may try to get them adopted out, otherwise they'll re-release them to their "feral colony". And if this is one neighbours that's housing a bunch of cats and allow them to breed and run all over the neighbourhood then authorities may get involved in that case.

I've heard that cats don't like oranges and I've heard of people putting cut up oranges or lemons in their garden. Here's a good article with some tips - http://pss.uvm.edu/ppp/articles/cats.htm

Call your local animal control and have some of the cats picked-up. You don't have to put up with irresponsible pet owners.

Errrrrrrrrr I just hate to hear of all of those stray cats ! they spread fleas and parvo to name just a couple of problems ----AND so many kittens-Ferrell cats are nasty !
Unfortunately any thing you do to get rid of the Ferrell cats could backfire and bring grief to you .
Try to call animal control in your area.

You could call the animal shelter...they could probably take some of those cats to the pound.

Beyond that, I'd suggest a really high wooden fence.
