Historically, a dog has always been considered much lower than a person. Throughout history, a dog was a worker, not a pet; it herded the sheep, guarded the farm, and hunted small game. The concept of keeping dogs as pets is not exactly new, but for centuries was reserved for royalty and was a foreign concept for the majority. A dog's person is still called an "owner" or a "master", which compares a dog to property or a slave. To call someone a dog or a ***** is to call them something that is culturally considered to be less than a person.

I believe is not properly the discrimination, is more like the meaning or context. It is not that the dog is an insulting animal, however it has been referred as something negative in many cultures...
I want to try to explain better but my English is not that accurate, I hope at least the above idea to be helpful to you.

I don't know, but most female dogs I know are quite pleasant, dogs are dandy. Now, a mare in heat is an absolute, ugly witch [ones in my experience, I know there are exceptions!], but nobody gets called a mare. We do go" Meow, meow" and call a girl "catty", and make hissy noises when she's being nasty. And then there's that ubiquitous....."Cow"[Man, what a COW! Ugh.]. Btw: it's "Babe In Total Control of Herself"...I'll take that over "Ugly Pig", "Nasty Old Cow", "Skanky Rat" any day.
