The Powertrain Control Module (computer) has a speed limiter built into it (the program), acting like a governor. Knowledgeable chip rippers can change this for you...

That's all the faster Ford wants you to go. The speed is limited due to the rating of the tires. If you're feeling lucky, then get a programmer and increase the speed limiter. I think the new ones are governed at 142mph.

That's the speed governor, all American cars are speed limited with a speed governor, it is normal......
