I got my permit in maryland, when i was 15 and 9 months. I moved to florida right when i turned 16. I want to get my florida drivers liscense. but it said must hold florida permit for 12 months. But how does that woRk, for an out of state person, who couldnt get theres till they were 15 and 9 months, and florida kids can get theres right at 15

Most states don't recognize each other's permits, only licenses. You can take your MD permit to the DMV and see if they will reduce the 12 month waiting period by 3 months, but don't count on it.

Florida doesn't seem to change their rulings for anyone so don't get your hopes up. While you are waiting, you can learn to drive with the left turn signal on at all times like the rest of the old people there. LOL.
