why do not you have your new tabs yet? it is a month later. i have lived in different states and they never took that long to come. you probably need to call the department of transportation unless this is normal for your state.
you could call the police department or department of transportation and ask them. when i have been waiting to get waited on at the department of transportation, the police will pull you over and ticket you. they say that you have sufficient time to renew so they will not care if you have the receipt you will get ticketed. (granted i never lived in mn but there seem to be similarities from state to state).

There are some universals in the U.S., one of them is that your TAG needs to be current and displayed on the car in order to be legal. This is common among the states to make it easier to travel between them without fifty sets of rules to deal with. Most localities issue the renewal STICKER at the tax collector's office. The problem you will have is that they should have been mailed to you with your registration (the receipt) or given to you when you paid for them with the registration. Having the receipt is nice, but you are technically breaking the law and will be let off the hook only by the grace of the officer pulling you over. Visit the issuing authority to get them or park the car till you get them in. Depending on the opinion of those on Yahoo Answers will not take the bite out a ticket because your receipt does not satisfy the law. And by the way, I beleive (check with the local authorities to make sure) that your car can be impounded in MN for not having current tags displayed. Walking is preferrable to paying towing, storage, and fines.

Check with the Motor Vehicle Administration there is probably some sort of paper that they can give you to show that you have ordered new stickers. This way should you get pulled over you have verification.

In most states, you have a 30 day grace period to renew your registration. Keep the paperwork with you, and drive to your heart's content. Worst case scenario, you get a ticket, you go to court and show that it was registered at the time, case is dismissed.

The receipt should be enough for any officer that would stop you. It would not be advisable to do any drinking while driving with what appears to be expired plates. Just one reason to stop you.
