a buddy of mine got caught driving without car insurance for the third time,i think it is a 15 thousand dollar fine

What state is he in? The third time for any offence is considered a Habitual offender, and the fine is going to be pretty hefty, but without knowing the state i can't say if that is right. He will probably need to go to court, and most states will suspend or revoke his license for a specific amount of time, and he will probably be required to carry SR22 insurance for high risk drivers.
