140 lbs. is probably the most a person at that height should weigh to be considered a healthy weight.

She's borderline with what the medical profession considers overweight. I would not be too worried though. In my own personal experience I was 5'4 and 138 lbs during the time in my life I considered myself to be most fit. I ran 2-3 miles a day and worked out a least an hour every day on top of the running. Overall good health is about much more than what you weigh.

According to the BMI calculator she is NOT overweight. Normal weight is anything between 20 and 25.
140 and 64 inches is a BMI of 24.
At that weight, your sis is the one who needs to decide if she wants to lose weight or stay at the weight she's at. Does she like the way she looks or does she want to lose 5 or so pounds? It's purely choice on HER part. It's got nothing to do with health or attracting boys at that weight. (Guys tend to want girls who aren't fat, but aren't rail thin either. They like curves on girls!) She could lose a few pounds and still be healthy, but she could also gain a few pounds and be healthy.
The real question, honestly, is why are YOU asking this? Are you looking for trollish answers to be mean? Are you worried about your sister's health and well-being? Are you trying to convince a girl who is a normal weight but thinks she's fat that she isn't?
But yeah, her BMI is absolutely normal.

If she's muscular, then not at all. If she has a lot of flab, then she may be a little overweight, but certainly nothing to stress over for health reasons.

She should probably weigh about 130 at the most. She may be a little bit overweight, but it also depends on her body frame size - small, medium or large.

That describes me also.I'm borderline.So I wouldn't worry too much unless 'she' gains more weight.I personally am trying to lose but its because of excess.It sounds about right.
