I just receieved a notice a few days ago that my Maryland registration is to be suspended today because I didn't have it tested for emissions on time. I have been trying to call, but of course can't get through. I don't even live in Maryland anymore, I live in Nevada. I haven't switched my registration over yet, but I will sometime in the next 2 weeks. Will I just have to pay a fine or will I be in big trouble?

As of the time Maryland suspends your registration, your plates are no longer valid. You are now driving illegally. Since you are in another State, the odds of getting stopped are higher. They will not allow you to drive the car if you get stopped and it will probably be impounded.

You should be able to register the vehicle in another state. Your vehicle is registered in MD and MD only, when you move and register in another state you are asking them (in this case VA) to allow you to drive your vehicle in their state and has nothing to do with MD.
