God. Though they were not demons (as the term 'demon' is the name of the soldier for Satan).
They were first angels (including Satan). But Satan when Satan was cast out of the kingdom, he took with him the angels who were his followers.
It is also believed that some demons are actually the spirit of people that have died - though I don't necessarily subscribe to this idea.

God has no beginning and no end..He made Satan..but Satan wasn't always Satan ..the bad angel..Satan angels or demons are angels that went against God. They were good at one time, but they were kicked out of heaven and are now on earth..This is what I have been taught..I guess this is the way it is..

According to the bible, demons were originally angels, but once satan, ( who was an angel as well) wanted to take over heaven, god cast him down to hell, and a third of the angels backed satan up and went with him. Therefore, they became demons. So god made them.

Kind of a loaded question, huh? Demons have never been human, they are angels turned bad. I believe their souls can be destroyed while a human soul can never be destroyed. So in a way yes the first answer is correct, God. But I think its a matter of a nonhuman entity moving against God.

God made them as good angels but they rebelled and chose to ally themselves with the fallen angel Satan,the Devil.
Angels like humans have free will or real volition.
