Looking back, one of my best friends did that...i thought he hated me...he got along GREAT with everyone, even with people he would first meet but when it came to me, he would look down, play with his hair and quietly say, "hi..."

He is just nervous and somewhat intimidated by you. You need to help him come out of his shell. Sounds like there is some insecurities about him that maybe you are the only one that can help him over come.

I think he was really into you, but to shy to ask to out . He was scared of your rejection and it would probably tear his world apart.
