If a Beagle size is OK, why not a Beagle. They are a great family dog.
If you want to go a bit bigger go for an American Pit Bull Terrier. It is the greatest family dog there is. They love everyone.
I have both and they are great. The Beagle sheds more then the Pit. The Pit is bigger at 55 lbs.

Boxers are about the size you're looking for and they're so loving! But boy do they shed. I think you may have to go with a 'shedder' since most dogs do.

PUGS! I have 2 pugs and they are the most lovable, loyal little dogs! The do shed, but, I have 4 nieces and nephews (ages 4 thru 10) that pull on them, sit on them, pick them up, drop them... and they are so great with them. Never even a yelp! They are so adaptable to any situation. We move every few months due to my husbands job and they travel wonderfully in the car. They don't require tons of exercise. They are the perfect family dog. And don't be surprised if you get one, you'll end up getting another very quickly because they are such wonderful little pets. They typically weigh anywere fro 15lbs to 20lbs.

I would say a Havanese. I have a female and she is the sweetest pup! She gets along with everyone (kids included)!
Check out http://www.akc.org/
Here is some info on them from...
http://www.dogbreedinfo.com/havanese.htm
Temperament
Havanese are natural companion dogs: gentle and responsive. They become very attached to their human families and are excellent with children. Very affectionate and playful with a high degree of intelligence. These cheerful dogs are very sociable and will get along with everyone including people, dogs, cats and other pets. They are easy to obedience train and get along well with other dogs. This curious dog loves to sit up high on a chair to observe what is going on. It is very sensitive to the tone of your voice. Harsh words will only upset the dog and will achieve very little. The Havanese have a long reputation of being circus dogs, probably because it learns quickly and enjoys doing things for people. Few tend to bark a lot, as they can be taught not to do this. It is not their nature to bark a lot. It is best to teach them not to bark unnecessarily while they are still young to prevent it from becoming a habit. Havanese are good watch dogs - making sure to alert you when a visitor arrives, but will quickly welcome the guest once it sees you welcome them. Some dogs may exhibit a degree of shyness around strangers, but this is not characteristic of the breed. Havaneses live for your every word and gesture. They should be neither timid nor aggressive. It shows no cowardice, in spite of its size.
They are great! Good luck-

i have a Mini Schnauzer. i had one when i was two we were the best of friends. and i have one now and my youngest sib is 9 but we have had her for to years. they love to play and if treated properly (not hit pulled hurt) which should be just fine sense the youngest is 8. they do not shed. but they take persistence to train, some take a good amount of work and some don't it really depends on the dog. they provide much entertainment and she is a perfect match for my lab and a good way to calm down my little bro (they race), they also love tug-of-war. some bark and some don't again it all depends on the dog.

I can name a few good dogs, most will shed, the only dog I know of that does not shed is a poodle. A golden retriever, a lab, a sheltie, a american eskimo(spitz) are all good family dogs, that do not get too large, to name a few

I know your not looking for large ones but Golden Retrievers, and Labs are often considered to be family pets as they tend to love everyone and dont get to attached to one person. Also any dog in the collie group is good..and perhaps Saint Berdards but they are quite large.
